The last board meeting of the 2008-2009 Fiscal Year was held with most of the time devoted to presenting awards and thanking board and committee members for serving their community.
Jocelyn McCoy was honored as the Star Volunteer of March. She has served on several Spanish Cove committees, Rules, Administrative, Regional C oncerns and most recently on the Nominations and Elections Committee. She is also active in the Lillian Community, serving as secretary of the Lillian-Perdido Bay Library since its inception.
Outgoing board member Jim Smith received a plaque for his six years as a board member, having served a year as Chairman of the Board. Recently he has been Chairman of the Roads and Drainage Committee.
De Olivia Dickey was given a plaque for her time on the board this past year. She was elected to a full three-year term on March 14. She will continue to serve as Chairman of the Safety Committee and has been elected Assistant Secretary of the Board.
Bill Campbell will receive his plaque from the chairman, honoring him for three years on the board, all three as Chairman of the Rules Committee.
Property owner Dick Junkins thanked the remaining and outgoing board members for the service to the community. Board member Dale Morsette said this was an “harmonious” board and expected the incoming board members to continue in that vein.
The Chairman remarked that although it was a difficult year due to the economic climate, much had been accomplished including moving to an in-house security patrol, remodeling of the POASC office and enlarging the conference room to accommodate guests attending committee meetings.
He also announced that Working Session on the second Thursday of the month will not be held unless there is a reason. There will be none in April, but one has been scheduled Thursday, May 14 to discuss the site-built home proposal for Land Harbor.
Manager Charlie Davison said an assessment of the RV Clubhouse lighting by a friend at no charge, will result in gradual replacement of the existing fluorescent fixtures. This change will result in lower electric bills, as well as lower cost for bulbs. The board approved his request to cancel the lease of the acreage next to the sewerage treatment plant on Caney Loop as the property is no longer needed. This will save $600 a year in rental cost.
He said a condemned trailer on Caney Loop has been removed and the site cleaned. Another on Buena Vista is in the process of removal. He said he is working with Probate Judge to decrease property taxes on POASC-owned property, especially drainage ditches that he feels should not be taxed. He says he expects to save $2,500 to $3,000.
Treasurer Sue Huff said due to more aggressive collection efforts has resulted in a $1,000 increase in late fees over the budgeted amount for the period. She said building permits were up in February and there was an increase of $600 in Buy-In Fees over January. A savings of $5,000 per month continues due to the in-house security program.
Finance Committee Chairman Dale Morsette said excess operating funds at the end of the year will be deposited in the Asset Replacement and Repair account. However, he said it is still below the budgeted amount and will have to be made up in the future to get back on schedule.
He said new ideas are being considered for the layout of the budget to make it more readable, understandable and functional. The new Treasurer Ben Bonnet will propose some of his ideas to group similar expenses into more self-explanatory packages. Committee Member Dick Junkins will be asked to serve as the Budget Sub-Committee Chairman for the 2010-2011 Fiscal Year. The next Finance Committee meeting will be held at 2 p.m. Wednesday, April 15 in the Conference Room at the POASC office.
Activities Chairman Sue Huff announced several project for the next few months. The Cove-wide Yard Sale will be held from 8 a.m. to 2 p.m. April 4. Deadline for placement on the map that will be handed out at the entrances is Friday, March 20. Cost to be on the map is $5.
A Sunday afternoon dance will be held April 26; a Strawberry Shortcake event is planned from 1 to 3 p.m. Sunday, May 17. Cost is $3. The ever-popular Shrimp Boil is set for Saturday, June 13. The next Activities Committee meeting will be held at 10:30 a.m. Monday, April 6 in the poolside room of the Cove Clubhouse with Judy Deeter, Chairman.
Administrative Committee Chairman Joan Fletcher said the committee is working on a job description for Housekeeper and the Manager Evaluation Form. The next Administrative Committee meeting will be held at 11 a.m. Tuesday, April 14 in the Conference Room at the POASC office with Sue Huff, Chairman.
Communications Committee Chairman Judy Deeter said after paying for the extra phone directories, the balance in the checking account is $2,700.10. Those who want their events publicized on Cable Channel 86 should leave the information at the office to be placed in the Channel 86 folder. The next Communications Committee meeting will be held at 9 a.m. Wednesday, April 1 in the Conference Room at the POASC office with Dale Morsette, Chairman.
The PDM Committee did not have a meeting in March. The next meeting will be held at 9 a.m. Monday, April 6 in the Conference Room at the POASC office with Frank Meier, Chairman.
Roads and Drainage Committee Chairman Jim Smith reported that all but about 50 feet of the paving has been completed. The small section that needed attention was discovered after the scheduled work was completed. All the drainage projects have been completed. Smith thanked Paul and Jason of the Maintenance Department for their work clearing the miles of drainage areas. A line item has been added in the AR&R schedule for regular maintenance of these areas to help prevent flooding. The next Roads & Drainage Committee meeting will be held at 2 p.m. Tuesday, April 14 in the Conference Room at the POASC office with Chairman Tom Pinkerton.
De Dickey, Chairman of the Safety Committee, praised the committee for their efforts in the past year and says they will continue to work on making Spanish Cove a safe place to live. The next Finance Committee meeting will be held at 10 a.m. Friday, April 3 in the Conference Room at the POASC office. She will remain as chairman.
All committees are in need of members. To join, call the appropriate chairman. All chairmen expressed gratitude for the service of their committee members in the past year.
New board member Tom Pinkerton thanked property owners for coming out to vote, whether or not they voted for him.

I like JM’s thought above about having the sales in rotating areas (Land Harbor, Bayside, the Pines and the Oaks). It would free those in the other parts of the Cove to participate in the buying activity
I certainly agree about ‘positive issues’ comment above. While we didn’t have any financial bonanza it was fun and we had time to talk to some neighbors that we don’t see enough. I think now that we got past the traffic issue there are a number of ways we can have more successful yard sales in the future.
Yard Sale was a success, being held for the first time. Maby spead out too much. Bigger sale, the more attraction, but as Dick said, by the time you enter the Pines, if you are like me, I have already spent all of my money at the first two stops. Most sales of a yard sale are made early, usually between 7 to 9 am and then it drops off as the day goes. Go early and get the best bargains. I spent all my money in land harbor and just had to look and want in the other areas. What if the sale was divided into specific areas during several times of the year? That would give the specific area or areas more coverage. Then it would give the people not tied up in the sale to shop the sale also. Security would be confined to a specific area and would not have to cover the whole cove. The Activities Comm ittee would not make as much money at one time but would make the same amount spread over the year .Bayside and Spanish Oaks at one time, Pines at another date and Land Harbor area at another. Or a different combination of the above, just some basic planning to make it work. Or if all agree that it worked well then keep it all in one sale. Just a thought. I think many folks started off in the Oaks and worked their way thru the Pines. By the time they got to my end of Land Harbor, I think they were out of money, energy or both. But we got to meet and talk to a number of nice folks on a pretty spring day.

I also thought it went well! The most “active” sites placed an ad in one or more of the local newspapers, which appeared to increase interest, and possibly sales volume? Traffic didn’t seem to be a problem……………
Congratulations to the Activities Committee on their successful Cove-Wide Yard Sale. I’ll admit I was a skeptic. I had envisioned all sorts of problems, but, I was wrong. Some have suggested monthly sales, but that’s a lot to ask of a volunteer committee. I think two a year, spring and fall, would be good. With a little encouragement, I might even delve into my closets, pantry, cabinets and drawers and find some “stuff” to sell–or not.
