This in affect made the voting take place "during the meeting" You are stretching my memory concerning the presenting of the budget, but if I remember correctly going back to 2001 and 2002 the budget has always been presented at a special meeting of the Board held for just that purpose. After the budget hearing the Board adopted the budget. I can not remember any time since 2001 where the entire Board played a part in the annual meeting. I do believe something needs to be done concerning the bringing up bussiness during the meeting. In my opinion, the meeting as it now is, is a complete waste of time. It is not possible for anyone to bring a matter before the membership for a vote, or even for discussion I doubt that there was even a quroum of the Board, much less membership including proxies, at the meeting this year. In effect there was no meeting and a new one has to be rescheduled.
